There doesn't seem to be any correlation with the size of the country; just to use the Baltic states as an example: Estonia and Lithuania have a draft, Latvia hasn't.

The BBC on the Steffen move: Zack Steffen: Manchester City close to signing MLS goalkeeper for £7m City cannot complete the deal until the January transfer window opens. It is not clear whether Steffen will be able to get a work permit to join City immediately or if he will go somewhere else on loan.

I think Steffen absolutely has the potential to eventually start for a team like City, unlike the keepers who were statistically better and obviously more consistent this year but it's a long shot.
